EOCO Arrests Former IMCCoD Executive Secretary Dennis “Miracles” Aboagye Over Alleged GH¢55 Million Financial Irregularities

The Economic and Organised Crime Office (EOCO) has confirmed the arrest of former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, popularly known as “Miracles”, over alleged financial and procurement-related irregularities involving about GH¢55 million.

In a statement issued on Monday, July 13, EOCO said Mr. Aboagye, together with former IMCCoD Accountant Gerald Appiah and other individuals, is being investigated following a forensic audit covering the period from August 1, 2022, to February 2, 2025.

The investigations followed a petition from the current IMCCoD Executive Secretary seeking further scrutiny into activities at the secretariat.

EOCO said the suspects are being investigated for alleged offences including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences and money laundering.

According to the anti-graft agency, recent findings prompted an operation to arrest Mr. Aboagye. EOCO said a travel restriction order had been placed on him, but it later emerged that he had already travelled outside Ghana.

The agency explained that upon his return through the Kotoka International Airport, the order was enforced and he was handed over to EOCO officials for further investigations. He subsequently assisted investigators during a search operation.

EOCO also disclosed that Gerald Appiah has voluntarily started refunding some funds linked to the alleged offences, but stressed that the recoveries do not conclude the investigations or absolve any suspect of wrongdoing.

The office assured the public that both Mr. Aboagye and Mr. Appiah would be granted bail in accordance with Ghana’s laws as investigations continue.

EOCO reiterated its commitment to conducting the probe professionally, impartially and within the confines of the law, promising further updates as the matter progresses.
