
Parliament has approved new procurement rules that significantly raise the spending limits of approving authorities across the public sector, requiring all state institutions to promptly revise their procurement plans and methods.
The Public Procurement Authority (PPA) announced that the new Legislative Instrument—Public Procurement (Thresholds for Approving Authorities and Procurement Methods) Regulations, 2025 (L.I. 2516)—has come into force. The Regulations amend the Second, Third, and Fifth Schedules of the Public Procurement Act, 2003 (Act 663), as amended, and will guide all procurement activities going forward.
Under the new framework, procurement entities are expected to align their plans and processes with the revised thresholds to ensure compliance.
The PPA further indicated that copies of the Regulations are available for purchase at the Ghana Publishing Company Limited (Assembly Press) in Accra.
The Authority also expressed appreciation to the Ministry of Finance, the Attorney-General’s Department, Parliament, and other stakeholders for their roles in the passage of the instrument, noting that the reforms are expected to enhance efficiency, accountability, and transparency in public procurement.
