NPP Council of Elders proposes 14 key reforms to revamp party structures after 2024 defeat

The New Patriotic Party (NPP) following its defeat in the 2024 general elections, has submitted a set of constitutional amendments to restore party cohesion and democratic integrity.

The submission by the party’s National Council of the Elders forms part of a 59-point proposal to revise the party’s constitution, submitted ahead of the its National Delegates Conference, on July 19, 2025 at the University of Ghana.

The recommendations are designed to tackle the root causes of the party’s loss and offer a renewed path as the NPP positions itself for the 2028 elections.

The 2024 election saw the NPP suffer its worst electoral loss in the Fourth Republic, as Dr. Mahamudu Bawumia lost the presidency to John Dramani Mahama of the National Democratic Congress (NDC), who secured 56.55% of the votes and a majority of 184 out of 276 parliamentary seats.

The Council of Elders, known for its advisory role in times of internal crisis, is pushing for reforms that prioritize unity, accountability, and grassroots empowerment.

“Typically, the Council of Elders plays an advisory and mediating role within the party, often stepping in during times of crisis to guide the party back to its core principles.”

Below are the 14 crucial proposals submitted by the NPP Council of Elders:

1. All members of the Council of Elders (NCOE) shall be entitled to vote in all national elections within the party.

2. In addition to regional representatives, the NCOE will nominate five distinguished members to the Council, based on merit and contribution to the party.

3. All former Presidents, Vice Presidents, and National Chairmen shall be inducted into the NCOE upon completion of their service.

4. The NCOE must remain neutral and must not support or appear to support any candidate.

5. While the party is in government, a quarterly meeting with the President shall be mandatory to discuss key party matters and offer political counsel.

6. Five NCOE members (including the Chairman, the Vice Chairman, and three others) shall represent the Council on the NPP National Council.

7. The NCOE shall be allocated an operational budget to support its mandate.

8. An annual nationwide review conference will be instituted by the NCOE to assess party performance and reinforce its foundational vision.

9. A Judicial Committee made up of both lawyers and non-lawyers shall be formed under the NCOE to serve as the party’s final internal appeal body, applying “wisdom to the law, ADR, and no bias.”

10. The NCOE will also serve in an advisory capacity to the National Council, including the Flagbearer.

11. Upon election, the Flagbearer must appear before the NCOE for consultation on campaign strategy and guidance on selecting a running mate.

12. The National Chairman will introduce the Flagbearer to the NCOE prior to their official outdooring.

13. The NCOE must be informed about the Flagbearer’s maiden speech.

14. The elected President must consult the NCOE when appointing ministers, CEOs, and MMDCEs.
