The Ministry of Finance has clarified that all payments made by every MDA are made by the treasury of the Ministries, Departments, and Agencies (MDA), insisting that the Ministry of Finance has no authority to pay contractors directly.
Appearing before the Public Accounts Committee on Thursday April, 2, 2026, Chief Budget Analyst at the Ministry of Finance, Mr. Isaac Fraikue, stressed that “Apart from the bond issue, every payment that can be done on the GIFMIS, the Ministry of Finance can never make any payment without setting rules played by the Ministry”. He added, “Finally, the payments that are made by everyone are done by the treasury of the MDA; the Ministry of Finance has no avenue to pay contractors directly no”.
Chairperson of the Public Accounts Committee, Abena Osei-Asare, expressed joy at the clarity, hoping that, moving forward, no MDA will accuse the Ministry of Finance of making any payment without their Knowledge.
“I’m glad today it’s out here for us all to listen to and know, and we’ve been taken through it. I hope that at the end of this special audit sitting, this issue of the Ministry of Finance did it on our blind side will become a thing of the past,” she stated.
